TheSt.Christopher(St.Kitts)andNevisSocialSecurityprogrambeganinwhenTheSocialSecurityAct,No.13ofwasgiveneffect.FromFebruary1,anewsystemofsocialinsurancewasbroughtintobeingreplacingtheNationalProvidentFundwhichhadbeeninoperationfortenyears.TheActestablishedtheSocialSecurityBoardasastatutorycorporationwithallpowersnecessaryfortheoperationoftheSocialSecurityFund.

圣克里斯托弗（圣基茨）和尼维斯《社会保障法案（第13号）》年生效，社会保障项目于年启动。自年2月1日起，一个全新的社会保险体系诞生，取代了运行十年之久的国家公基金项目，并通过该法案建立了社会保障委员会。社会保障委员会是政府法定机构，全权管理社会保障基金的运营。

TheGovernmenthasadministrativeoversightandpoliticalandlegislativeresponsibilityforSocialSecurity.Accordingly,aMinisterintheCabinetoftheGovernmentofSt.KittsandNevishasrelevantpowersandfunctionsinkeepingwithprovisionsofthelaw.However,theschemecanbestbedescribedasbeingintheownershipofitsbasicstakeholdergroups.Thesecanbecategorizedas(butmaynotbelimitedto)employers,insuredpersonsandgovernment.

圣基茨政府对社会保障负有行政监督以及政治和立法方面的责任，因此，圣基茨政府内阁部长也要依法行使相关权力，履行相关职责。这项政策可以说是完全为了最基本的利益相关群体而定的，可以分为（但不仅限于）雇主、受保人以及政府。
